Why hasn't mobile TV taken off?

In east Asia it has taken the world by storm. Literally. Just about every phone in Japan has it. And that 'it' is mobile TV. Over here (UK) it is hardly used. I can't think why? I mean, we have the phones. We also have 3G networks which should deliver enough data. We also have a market: people like to watch videos on the go. Why, though? I seriously can't understand. Maybe it's due to people not having internet tariffs. But more and more are, so that shouldn't be a problem nowadays. Maybe if more apps are made for it then it will take off, but probably never be anything like in Japan. I guess we're just not as well equipped over here; damn Digital Britain scheme.
